How Often Should Buildings Be Inspected for Defects?

Building defects rarely appear overnight. Cracks, deteriorated sealant, water seepage, concrete spalling, corrosion and loose facade elements often develop gradually as a building is exposed to weather, movement and normal ageing.

How often should a building be inspected for defects?

There is no single inspection interval that is suitable for every building and every type of defect.

In Singapore, certain buildings are subject to statutory Periodic Facade Inspection (PFI) requirements. Buildings that fall within the PFI regime are generally inspected every seven years once they are more than 20 years old.

However, a statutory inspection cycle should not be treated as a maintenance schedule.

A building may require attention well before its next scheduled inspection. Facility managers and building owners should remain alert to visible changes such as new or widening cracks, deteriorated sealant, repeated water seepage, concrete deterioration, corrosion and loose or damaged facade elements.

Problems reported by occupants can also provide an early warning. For example, repeated water leakage around windows during heavy rain may indicate an external facade defect that requires closer investigation.

When visible deterioration or repeated problems appear, it is better to understand the condition early rather than simply wait for the next statutory inspection.

The practical answer is therefore simple:

Follow the required statutory inspection cycle, but do not wait for that cycle when the building is already showing signs that something may be wrong.

实际上,并不存在一个适用于所有建筑物以及所有缺陷类型的统一检查周期。

在新加坡,某些建筑物受到法定 Periodic Facade Inspection(PFI)制度的监管。属于 PFI 制度范围内的建筑物,在楼龄超过 20 年以后,一般需要每 7 年进行一次检查。

但是,法定检查周期不应该被当成建筑维修保养周期。

建筑物可能在下一次法定检查到来之前,就已经需要关注。Facility Manager 和 Building Owner 平时应该注意一些肉眼可以观察到的变化,例如新出现或者扩大的裂缝、老化的 sealant、反复发生的渗水、混凝土劣化、腐蚀,以及松动或损坏的外墙构件。

建筑使用者所报告的问题也可能是一种早期警告。例如,大雨时窗户周围反复发生漏水,就可能意味着外墙存在需要进一步近距离调查的缺陷。

当已经出现明显的老化或者问题反复发生时,最好尽早了解实际情况,而不是简单地等到下一次法定检查。

所以实际答案很简单:

按照法律规定的周期进行法定检查;但是当建筑物已经出现可能存在问题的迹象时,不要等到下一次法定检查才采取行动。
