Should You Wait Until the Next PFI?
Singapore's Periodic Facade Inspection (PFI) provides a statutory framework for the inspection of building facades. But what happens during the years between two PFI cycles?
If a building is already showing signs of deterioration, waiting for the next PFI may not be the right approach.
Seven Years Is an Inspection Cycle, Not a Maintenance Schedule
The PFI cycle should not be interpreted to mean that a building facade only needs attention once every seven years.
Facades are continuously exposed to rain, sunlight, temperature changes, building movement and normal ageing. During this time, sealants can deteriorate, cracks may develop, metal components may corrode, and water may begin to penetrate through joints or other weak points.
These changes do not follow a seven-year timetable.
Pay Attention to Problems Between Inspections
Facility Managers and Building Owners are often the first to become aware of developing facade problems.
The warning may come from routine maintenance observations, or from occupants reporting problems such as water seepage around windows during heavy rain.
Other visible changes may include cracks, deteriorated sealant, rust staining, loose materials or areas of concrete deterioration.
When these signs appear, an earlier investigation can help establish what is actually happening.
Small Problems Can Become Larger Repairs
Some facade defects may initially appear minor.
For example, deteriorated sealant around a window may begin as a small gap or separation. If rainwater continues to penetrate through the affected area, the problem may eventually damage internal finishes or surrounding building materials.
Similarly, an area of concrete deterioration should not simply be left until the next PFI if there are indications that its condition is getting worse.
Early investigation does not mean that every visible defect requires immediate major repair. The first objective is to understand the condition and decide what action, if any, is appropriate.
When Should You Take a Closer Look?
A closer investigation may be appropriate when a new defect appears, an existing defect seems to be getting worse, the same water seepage problem keeps returning, loose or deteriorated materials are observed, or there is concern about an area that cannot be properly assessed from ground level.
Do not wait for the next statutory inspection when the building is already showing signs that something may be wrong.

新加坡的 Periodic Facade Inspection(PFI)为建筑外墙检查提供了法定制度。但是在两次 PFI 之间的几年里,如果建筑物已经出现问题,又应该怎么办?
如果建筑物已经出现老化或者缺陷迹象,单纯等待下一次 PFI 未必是正确的做法。
7 年是检查周期,不是维修保养周期
PFI 的周期并不代表建筑外墙每 7 年才需要关注一次。
外墙每天都受到雨水、阳光、温度变化、建筑物移动以及正常老化的影响。在这个过程中,sealant 会逐渐老化,裂缝可能出现,金属构件可能腐蚀,雨水也可能开始从接缝或者其他薄弱位置渗入。
这些变化不会按照 7 年一次的时间表发生。
两次检查之间也要留意问题
Facility Manager 和 Building Owner 往往是最早发现外墙开始出现问题的人。
有些问题来自日常维护时的观察,也可能来自使用者的投诉,例如大雨时窗户周围反复渗水。
其他肉眼可以看到的变化还包括裂缝、老化的 sealant、锈迹、松动材料或者混凝土劣化。
当这些迹象出现时,较早进行调查可以帮助了解实际发生了什么。
小问题也可能发展成较大的维修
有些 facade defects 最初看起来可能很轻微。
例如窗户周围的 sealant 老化,开始时可能只是一个很小的开口或者分离。如果雨水持续从这个位置进入,最后可能影响室内装修或者周围建筑材料。
同样,如果混凝土已经出现劣化,而且情况有继续恶化的迹象,就不应该只是等到下一次 PFI 才处理。
尽早调查并不代表每一个肉眼看到的缺陷都必须马上进行大型维修。第一步是先了解实际状况,再决定是否需要采取行动。
什么时候应该进一步检查?
当出现新的缺陷、旧缺陷明显扩大、同一个渗水问题反复发生、发现松动或劣化材料,或者某个位置无法从地面正确判断时,都可以考虑进一步调查。
当建筑物已经出现可能存在问题的迹象时,不要只是等待下一次法定检查。
